Instituted on October 18, 1939. Awarded to military and civilian personnel for outstanding service in the war effort, not involving direct combat. The obverse features a cross with a central medallion bearing a swastika surrounded by a wreath. The reverse shows the date “1939”.
The ribbon is black with white and red edges.
