Instituted on October 18, 1939. Awarded to military and civilian personnel who rendered outstanding service in support of military operations, but whose actions did not meet the requirements for the Iron Cross. The crossed swords denote merit achieved under conditions involving combat or military risk.
The obverse features a cross with a central medallion bearing a swastika surrounded by a wreath; the reverse shows the date “1939”.
